Clinton Curtis, a computer programmer, admitted under oath years ago that, not only are there programs that can be used to fix elections, but, in October 2000, he wrote a prototype for then-Speaker of the House in Florida Tom Feeney (R). Curtis said that the program could flip the results to show that the preferred candidate won 51 percent to 49 percent.
